Estonian Refugee Council Leads New EU-Funded Humanitarian Consortium to Support People Affected by the Full-Scale War in Ukraine

Over 20,000 people affected by the full-scale war in Ukraine will receive humanitarian assistance through a new 12-month European Union-funded humanitarian consortium led by the Estonian Refugee Council.
The consortium brings together the Estonian Refugee Council, INTERSOS, Light of Hope, Relief Coordination Centre and Posmishka UA. Together, the partners will support people living in frontline communities, newly accessible areas and hard-to-reach locations across Kharkiv, Dnipropetrovsk, Zaporizhzhia, Kherson, Mykolaiv and Odesa regions, based on humanitarian needs, security conditions and humanitarian access.
The consortium will prioritise people facing the greatest vulnerabilities, including internally displaced people, war-affected families, older people, people with disabilities and those in need of legal, psychosocial or social support.
The most vulnerable households will receive Unified Cash Transfers to help them meet their most urgent needs according to their own priorities. Emergency livelihoods support will help families strengthen their food security, protect their sources of income and recover more quickly from the impacts of war. In addition, the project will support households raising livestock. У межах програми підготовки худоби до зимівлі дрібні фермерські господарства зможуть покращити умови утримання тварин, закупити корми на зимовий період та отримати ветеринарні послуги.
People will also have access to a range of protection services, including case management, psychosocial support, gender-based violence risk mitigation and response, individual protection assistance and legal aid, including housing, land and property rights support.
A key feature of the project is its inter-partner referral mechanism, which will ensure that people can access the services they need regardless of which consortium member they first approach. The consortium will provide more coordinated and holistic support while improving access to complementary services.
To reach people in areas with limited humanitarian access, partners will combine field presence, mobile response modalities and secure remote management tools. This will enable the consortium to respond quickly to changing humanitarian needs.
“In a moment of a crisis, when the future seems uncertain for many Ukrainians, we are trying to help to put the pieces of the puzzle together and build a strong humanitarian support system alongside our consortium partners and with the support of the European Union.
Together, we aim to help the most vulnerable transition from conflict-related shocks, like emergency evacuations or shelling damage towards sustainable livelihood development, protection outcomes, and achieving durable solutions.
Through this help, we are helping people to regain stability and rebuild their lives.” – Yuliia Tur, Head of Representative Office of Estonian Refugee Council in Ukraine
Information about available assistance, eligibility criteria and application procedures will be shared through the communication channels of consortium partners as activities begin.
This project is funded by the European Union.
