Estonian Refugee Council Leads New EU-Funded Humanitarian Consortium to Support People Affected by the Full-Scale War in Ukraine

Over 20,000 people affected by the full-scale war in Ukraine will receive humanitarian assistance through a new 12-month European Union-funded humanitarian consortium led by the Estonian Refugee Council.

The consortium brings together the Estonian Refugee Council, INTERSOS, Light of Hope, Relief Coordination Centre and Posmishka UA. Together, the partners will support people living in frontline communities, newly accessible areas and hard-to-reach locations across Kharkiv, Dnipropetrovsk, Zaporizhzhia, Kherson, Mykolaiv and Odesa regions, based on humanitarian needs, security conditions and humanitarian access.

The consortium will prioritise people facing the greatest vulnerabilities, including internally displaced people, war-affected families, older people, people with disabilities and those in need of legal, psychosocial or social support.

The most vulnerable households will receive Unified Cash Transfers to help them meet their most urgent needs according to their own priorities. Emergency livelihoods support will help families strengthen their food security, protect their sources of income and recover more quickly from the impacts of war. In addition, the project will support households raising livestock. People will also have access to a range of protection services, including case management, psychosocial support, gender-based violence risk mitigation and response, individual protection assistance and legal aid, including housing, land and property rights support.

A key feature of the project is its inter-partner referral mechanism, which will ensure that people can access the services they need regardless of which consortium member they first approach. The consortium will provide more coordinated and holistic support while improving access to complementary services.

To reach people in areas with limited humanitarian access, partners will combine field presence, mobile response modalities and secure remote management tools. This will enable the consortium to respond quickly to changing humanitarian needs.

What assistance can be received from the "Posmishka UA" fund?

We provide assistance to adults and children who find themselves in difficult life circumstances. Our activities are carried out within the scope of the foundation’s areas of work and projects implemented in cooperation with international organizations.

In each region, different services are offered, which may include providing psychological assistance, social support, access to school and preschool education, as well as conducting group events for women, men, families, and children, providing humanitarian aid, enhancing the work of public services and civil society organizations. We also provide confidential professional assistance to victims of gender-based violence and conflict-related violence.

How to join the team of the "Posmishka UA" fund?

Specialists joining the work at the “Posmishka UA” fund undergo an interview process and must have the relevant education and skills. The entire team of the foundation participates in basic training on humanitarian standards, combating sexual exploitation and abuse, the ‘Do No Harm’ approach, as well as specialized training in structured and unstructured programs for working with adults and children.
